The Enterprise warps to the planet Eloh to negotiate a potential Federation membership. Eloh borders the Romulan Neutral Zone, so an ally would be a strategic advantage. When the vessel arrives, they find a delegation of Romulans already there. Led by Sela, their party wants to bring Eloh into the Romulan Empire. Mysterious acts of sabotage begin and both parties are accused. Sela and Data form a temporary alliance to uncover the true saboteurs.
