Humans who have genetically altered themselves are living in fragile peace with the natives of the water planet Okeanos. When the Klingons get involved, the Enterprise rushes to settle the now escalating dispute. As the crew enjoys a shore leave, they don’t realize that sabotage lurks, and the ambassador brought in to restore the peace decides on a bold plan.
