An alien race called the Rey prepares to join the Federation. Discovering the galaxy has many alien races, the new inductees propose a celebration and a race. With ships representing the entire galaxy, the event promises to be historic. The Enterprise arrives to participate and so does a Romulan vessel, even though its appearance technically represents an act of war. When the race begins, so does the treachery.
